Has the defendant been declared indigent?

Explanation:  Pursuant to Illinois Supreme Court Rule 608, the State will provide certain transcripts when the defendant has been declared indigent.

Is the transcript for an appeal?

Explanation:  An indigent appeal is the most common reason the State will pay for a transcript, but there are a few more questions you will need to answer about this specific transcript before you can know it's okay to bill through CTF.
